Victario's Secrets(Quest from Hargan) - why am I helping this dude?

So I'm playing through the storyline and I listened to his speech multiple times, still didn't understand why this is a quest. I'll explain.

"You take first pick. I'll be content with those heroic busts... part of my 'return to Oriath' fund, you see."

Didn't understand what he meant by that.
He's gonna let me choose the first of the platinum busts or then he gets 2?
'Return to Oriath' fund? what the hell does he mean by That? lol

Sounds to me like he is BS'ing me to get him some stolen goods that weren't even stolen from him, and he takes 66% of it... but since I assume there's no reason for me to keep one of these quest items, that's probably not it. Also, since we're supposed to be the champion/hero, it seems kinda out of tune with the rest of the quests and how they make us appear as the main character.

So I'll really appreciate it if someone is able to explain to me what's going on there.

He's trying to pay his way off of Wraeclast with precious artifacts.

EDIT: He also means you take first pick by choosing which artifact to go for first. It doesn't matter to him the order that they are found.

And... righttttt, because Oriath isn't a part of the continent Wraeclast. Makes sense now. So I guess that's the only line in which he explains why he needs it.

What loot? in all my time playing havent got anything from those caches?
Were they supposed to drop loot?

I've seen him with 6 links and shit that he doesn't even know the value of, so he is probably an RMTer as well.
