I will try to get you a disconnect trade, regarding lags and hangups it's not that my computer freezes or anything. Most of the times I can either move or what seems to be attacking (though I am in fact attacking nothing). Also at some point usually the mobs seem to stop attacking me and we all just stand there (sounds nice I know :)), a few moments later this "releases" and I am able to move for like a second to get the full amount of damage and then another spike occurs, this is just chained endlessly.

It doesn't seem to be anything graphics related since the nothing is really 'stuck' and most of the times I can see movement or attempted movement on my end, my machine is rather new and has no graphic problems in more demanding games. I have updated my drivers to the newest beta drivers nonetheless but nothing changed.
OK... that sounds more like network problems then. If your PC isn't freezing and you can still freely move, it's just a communication issue.
So any suggestions besides trying to capture a disconnect? I mean the lags are the more prominent problem as I can't really do any content :|
You can try doing what some of the other users are doing and run concurrent/simultaneous WinMTR traces to both the PoE gateway, as well as 8.8.8.8 which is Google's DNS. They run them at the same time to rule out some connection issues, and to find out where the paths diverge and where the problems seem to be.

I didn't see anything in your previous traces that indicated really any issue with the network, which makes it really that much harder to properly diagnose. That's why I wanted a trace capturing a disconnection or serious problem where it is more likely to stand out in the trace. Maybe capture another 300 packets or so to both of those addresses at the same time. Make sure it is also running when you experience some of the really bad lagging issues, and maybe you can get a screenshot of the in-game latency (F1) graphs as well for comparison.

Aside from packet inspection/filtering, I'm not really sure what else would be going on just based on the traces you provided already.

I see your traces go via telia.com, are you in Sweden?
I am in Sweden and are having about same problems as you are experiencing.
My ISP provider is bredbandsbolaget.

I experience lag and sometimes it is so bad i get disconnected.
I have taken this up with my ISP and have done traces using Pingplotter and sent to them.
There is an ongoing investigation running.
Pingplotter has a free version that i use.

If when experiencing these problems i pull out the network cable and connect to internet using a 4G USB stick modem (with Telia as ISP) and connect, PoE is working without any problems whatsoever.
If you have a 4G USB modem stick (or can borrow one), try using this when problems occur.
If this is working fine maybe you can narrow the problems down a bit.

I suspect my ISP is the cause of my problems but im not sure, it could be the physical connection somehow.
But other internet pages are working fine at the same time i experience problems with PoE where even the PoE homepage would not load.
