Wrong. If they were common enough, would be easier to just make an atziri build to get to 100. It's a lvl 80 zone that can drop the best items, maps, and has high mob density.
That has to be one of the stupidest excuses I heard so far. They could easily leave it a 70 zone and just add a HP/dmg modifier to the map. If what you say would be true it just proves that no thought has been put into this at all.

What? There's no real game modifying hacks that I know of. Besides the brightness one, which one can change their monitor settings to create anyways.

It's called a reward for finding one. For the exact reasons I gave. Let me guess, you just want to be able to easily acquire the gloves right?
