Map boss from (coward trial?) have/had no rarity item restrictions (that s why you can drop the unique rod there I think), white roah event have/had similar system but with a no restriction on drops. Similarly I heard you can drop legacy league items in masters too now, so this sort of weird drop thing is/was not an impossibility in poe.

This picture been taken long ago and I heard the drop pool got nerfed (so it might have been a bug). Atziri items maybe can t drop there anymore, but in past it was possible .

In any case, the Roah event with loot explosion is real, the Patch note is confirming it existence.
