People aren't yolo-chaosing as much. It's too easy to buy good stuff, and with no item loss, people are pretty flush with good stuff to sell. Not much point of using them for anything except trade. So they lose value. Big deal.

That isn't really a standard issue. There are always some odd trade that can be done. The thing is 12 alts = 1 Chaos. 12 Alts = 1,5 Fusings. So 1,5 Fusings = 1 Chaos. But due to fact that the Alt : Chaos-Ratio isn't that stable there are a lot of strange trades and one of them is the 2 Fusings = 1 Chaos, since somebody traded 16 Alts for 1 Chaos.

This simply comes from the fact that some people seem to Oversee the 8 Chance = 1 Regret and 8 Alterations = 1 Fusing trades with Vendors. There are even people buying 1 Fusing for 9 Alterations sometimes.

In general it doesn't matter which currency you use but there are often people shouting for strange trades and if you are the fastest you can make good money. But it wasn't any different in Ambush, I assume hardcore-leagues are a bit different, since I doubt that people playing hardcore aren't aware of the vendor-trades.

Chaos will continue to raise but regrets have been steady for over 2 full leagues at 12:1 ex.

Chaos = 10 alts bro.

Could be rising again as I managed to sell 310 chaos for 10 ex just a few days ago, I am hoping it stabilizes at or below 30:1.
Keep PoE2 Difficult.
The ratio could be rising back in a few weeks thanks to chaos bombing crafting with lvl 8 master locked prefixes or suffixes mods.

Happens in Rampage as well, though. In Domination, the ratio was around 24-26:1. Throughout Ambush it climed to 1:30+, and now in Rampage it is 1:34.

I would agree with the OP that the chaos recipe (and more people knowing it) is a main contributor. Chaos orbs can be produced, exalted orbs must drop.
