All seem like solid changes. Arc was over buffed. ST was best range skill in game so no one played bows. etc. like all changes.

Arctic Breath seems to have gotten the EK treatment (faster cast speed, lower damage, lower mana cost) in addition to regular mana cost reduction that almost every skill got.

Cast on Crit seems to have been nerfed pretty harshly. No idea about progression but flat 20% nerf at level 1.
