95% of that will likely be true for non-Garena and 100% is likely true for Garena.
However, this looks very partial and pick-and-choose, especially for a big release; note that OP does not mention mana flask values, but does mention life flask values, and that reduced mana values are not delved into in great detail. I'm guessing there are several other things coming along for the non-Garena side, and that this is just a major teaser. Thanks, OP! Also, curse nerf + extra passives for curses makes sense. They did the same for aura reservations (which are still being abused but will probably be tweaked in some way or another) and totems (which are no longer as prevalent). This guy did post the names of all the masters long before they were announced, which have all been confirmed up to this point. Also, he posted about hideouts and stuff before we knew anything about it.
He had also posted a bunch of obscure dialla dialogue that would be tough to just make up, given how much of a hard time he seems to have with English. Not sure why you guys are so over zealous in dismissing this. IGN: Smegmazoid
