No, and it's not a bug. Using a skill with Culling Strike + Rarity gem to overcome it.

If you mean the support gems, yes. If you mean from gear, it always worked.

What about if mobs got killed from things like firetrap's burning dmg or death's oath dot? also what if there were multiple fire traps stacked and from different players?

If DoT kills an enemy, you get the IIQ/IIR from gear, not from gems, from what killed it.
