Problem is related to your video card drivers. I can guess you're using Intel Graphics Accelerator Drivers? You have integrated video card and CPU?

I just updated my graphics driver to Nvidia 310.70 for my GeForce GTX 660M. It is, I believe, integrated. I realized the issue was linked to my monitor. The driver fixed this issue, but my frame rate is still quite bad when it used to be smooth. I also experience a 'stagger' every other second since I installed the most up-to-date driver.

Any ideas?

You can try to lower your game settings, clearly delete video drivers (maybe there is a conflict between new and old driver files) and install the latest one again.
Also go to C:\Documents and Settings\USER\My documents\My Games\Path of Exile and open production_Config.ini Look for 'adapter_name'. What adapter does it show?
