They'd have to subpoena the IP which takes a lot of paperwork and time... and in most cases the IP won't be available to those watching.

Zeto, do some googling and yes they have. Jagex is a huge company and they do not want any troubles, so they forward message + IPs to authorities.

I do believe they send out the email to seek help... I don't believe those reports of police showing up.

While it's possible, it's definitely not in the best interest of ISPs to be giving out IP-home addresses of individuals. They could easily be sued for doing so. Additionally, wifi prevalence also means that other users using your wifi bandwidth would cause the police to show up at your house despite it not being you who did it.
