Using poe.xyz.is I was unable to find a single wand with an attack speed % roll above 13% which corresponds to the ilvl 22 "of mastery" 11-13% local attack speed suffix. So, that means that wands, like bows, cannot get more than +13% attack speed. Bows users can compensate by getting as much as 13% attack speed from a quiver though.
