Windowed or Windowed Fullscreen can cause "always on top" PoE game

I have the issue intermittently.
Just now, was loading PoE (black screen with PoE mouse cursor), alttabbed and PoE was in 'always-on-top' mode. Soon as the login screen loaded up with all the rain and such the always-on-top feature disappeared as well, probably because by then the game figured I've actually got my options set to 'fullscreen' (I switched to fullscreen precisely because of this issue). Edit: I then switched to Windowed Fullscreen to test and could alttab normally. I'll see how long that lasts now. Sad to see it's been an issue since 2013... Well, let's necro this as it is still an issue...
EDIT: Found a third-party solution that works for me, in case anybody stumbles on this thread in the future: Get Autohotkey and make a new script with this content: " Then if you press CTRL+B while you are ingame and your game is stuck on top it will fix it.
