This one is not for sold, it's Ratanna's Gear. He's lvl.93 and #11 on ladder so yeah, he has a pretty godly wand. But not for sale, making the point invalid :). His wand is probably worth around 15 Exalts (every Affix add, even %Cold dmg are insane with Hatred).
