Yes, poor decision making.

Anytime you begin anything in a game (or life), you should be doing a cost/benefit analysis in your head.

If you are going to roll maps to increase loot, it would be a poor decision to spend more than you are going to make.

A good decision would be to pick a loot modifier that is either reasonably easy to roll, or juicy enough to profit in spite of the high rolling cost. And to do them in bulk with an allowable variance, since no matter how juicy the roll, POE ground loot wealth comes from 100's of maps, not 1 well rolled map.
