I have the same problem with my Intel C2D E8500... Is aloud. Can anybody help?

The CPU shouldn't be tied up, are you sure the process is running it up to 100%? The mouse stuttering sounds like an I/O issue or a hardware driver bug. Perhaps you have something swapping, how much RAM is available for the game, and does the harddrive light go on when it stutters? Give as much information on your computer as you can. This could be caused by a lot of things.
