Yes, they see it. And they dont care. They still play the game even tho they have no way of "winning" in the economny race.
I would be suprised if even 0.1% of playerbase cared enough to sweat about it and try to minmax shit (playing 20h a day durin league start, using fastest build possible to corner market asap etc).

In general, no. In comparison, yes.
If TS was "top 1 skill" and Vigiliant strike had 1% of that power, now Vigilant Strike might be 2% power of "top build".
