A lot of people will never see it as "diversity" if one path is stronger than the other, even though you can do most - if not all - content with 'most' skills these days. This without realizing that one or two paths will always be stronger than the other.

On topic: Sets are cool. But they are a pain in the ass to balance. The point is to make them interesting; but if you make them too interesting, they become OP or BiS very quickly, and making them not enough interesting, and they become useless.

People don't realize that other games make balancing MUCH simpler by separating classes, with their own passive tree, their own items and even their own resource/mana. None of that really fit PoE's class system, and makes every single balance decision A LOT harder.

Sets would be great to add different and unique skill interactions. They could be a bit more powerful to compensate for the need for multiple items, but not so much to make them OP.
But not make set items a method for a simple number increase

Set pieces like diablo 3 are the worst thing because it can lock up to half your equipment to something that are like unique : fixed.

BUT there is a pseudo set way that i really like in PoE this is item like the eternity shroud or disintigrator etc.

They force you to have certains things on your gear (influences on all item) but at the same time doesnt lock you into deterministic unique piece so they are still heavily upgradable anytime.

i'd like to see more eternity shroud item in the future. maybe some with somes conqueror influences ?

I really wish we could quell the "MORE!" instinct that the mob has. The game has become way too cluttered. Almost hope they shut that down with PoE2.

Most sets I've seen so far are useless without the set bonus. So you have to wear all set pieces together to make them useful.

That limits you. If you choose the set weapon, you also have to use the set armor, set helmet and set shield. While if it is not a set, in addition to the unique weapon of your choice, you can choose between maybe 5 viable unique and a lot of rare armors, same for the helmet. You can choose between a second weapon or a shield. Lots more choice.

So yes, set items limit choice, because the designer chose for you which items you should combine with each other.
Remove Horticrafting station storage limit.

Are we talking about the same game? Even if you go to poe.ninja which shows (currently) only level 99-100 characters, you see plenty of skills used by a lot of players: https://poe.ninja/challenge/builds
And again this is just the cream of the crop in trade league.
And even the most popular skill currently (Blade Vortex) isn't just one build, there are plenty of variations like Cold BV, Fire BV, Poison, Archmage and some other niche variations.
Same goes for the 2nd most popular one (Cyclone), it's played as CoC, main damage skill, with Cospri's, Mjolnir, Discharge, etc.

You've discovered the key to unlock all the stupid stuff we see on the forums. We're not all playing the same game. We're in the same environment, but we're all reacting to it differently.
Sets were set aside early in this game's history. Like even before it released they'd decided they were against sets. The closest they went are the four 4-piece 'sets' for each of the First Ones in Bestiary, and even those were deliberately designed to NOT be reliant on each other, just have common theme. So you can wear the full Farrul set if you want, but you aren't pushed to do so.
