search Poedb for location at act.....(note that there are way too many monster wiki article and cant be fixed manually one by one. Some are not edited since 2017)

" For some reason, if you still have an "old" version of Ruins Hellion as a spectre in your group of mobs, it seems to not be desecratable. Remove the old one, raise a spectre of a "new" version of Ruins Hellion (act 8 The Quay or The Grain Gate) and test desecrate again. Just try it and let us know. EDIT: Ruins Hellion are not 100% guaranteed to spawn on those areas. If you can't find one, create a new instance using CTRL and try again. Expedition league and i still cant find it, i maked 50 new instances in quay and grain gate

On 13.08.2021(PC Version) still no Ruins Hellion by using desecrate in these locations - act 8 The Quay or The Grain Gate. New instance does not help.
