Towns need more atmosphere

The act 2 town will eventually get a redesign because of this problem (and some secret added features). The act 3 town is already quite spacious.

One thing to keep in mind though is taht we still are dealing with more or less temporary encampments since no large civilised cities exist on Wraeclast.
