Balancing Legacy Unique Items

I'm excited for the new rework of Gifts from Above. But I am curious to the mechanics of the level 10 Consecrate effect. The language states that the block and damage effects will take place on 'consecrated ground' which I am assuming is the effect from Ascendancy masteries, flasks and uniques like Zahn's Cassock. If this is the case, and there is no error in the wording, what does level 10 consecrate do? My guess is it is just a 4% regen. Does anyone have any ideas as to the mechanics of this reworked unique?
