People just blow things way out of proportion.
Are those things issues? Sure. Glaring ones? No.
At least not anywhere close to the "breaking down in flames" magnitude of things.

Only if you have a very recent pc with an ssd. Otherwise, if you're part of the majority who don't, those are priority one issues.
ggg made their game to be of the Korean deathgrind type, which is popular in Korea. A country where people die at their desk playing videogames. In the EU and America however, people don't indulge in the same fanatical way. So they will hack, cheat, scam, script and use whatever means necessary to get their enjoyment from the game.
What ggg now has is 3 acts of decent quality/optimized content spread over 12 acts with an endgame that literally kills braincells once you get past lvl 90.
So people buy gear with real money and use bots/scripts to fix what they perceive as the bad parts of the game to enjoy the good parts of the game.
Your defence might be that it's ggg's decision on how their game goes, which is true. But it's the end user's decision on how they will deal with this. If people follow the advice of "just play other games if you don't like it", the game will be empty.
No more donations => dead game, no more ggg.
So rather than stay stubborn, ggg and all the white knights on this forum should see botters/scripters/rmt'ers as a way for the majority of end users to convey their opinion on the current state of the game.
A game which is frankly broken on a fundamental level due to selecting to make their own version, rather than use an existing one that isn't spaghetti code.
So by all means, avoid or ignore the issue of rampant botting/scripting and rmt'ing. As those people will surely ignore you back until the problems are solved.
Vote +1 to change Path of Exile to Path of Nerfs.

I am not a white knight riding to the defense of GGG and saying everything they do is right, they certainly do some strange things. And i absolutely loathe the current spike damage balance in maps.

Where do you get something like that? Koreans dont die in droves playing computer games. The 3 cases i know of were two chinese and a russian guy. A far shot from branding an entire country.
And neither does the rest of the argument hold any water. The more effort you'd put into rising a character above a certain level, the less inclined you'd be to risk it all by getting banned for botting.
I am sure that PoE has a botting problem, and RMT is running rampart. But i am equaly sure that none of the things you named are the reason for it. Its a f2p game and has a big audience, thus people use it as a way to earn money. Simple as that.
And if there is one thing that you certainly cant blame on GGG, it is that they dont improve the performance of their game. Take PoE from open beta and compare it side by side to what we have now. There is simply no contest.

To be fair i dont think any game can ban all botters/hackers
But i know from maplestory that nexon cant or doesnt ban all hackers either since i have hacked on there on random accounts and some are not banned while others are
I dont see that as fair to people who didnt hack because i got to level 158 without really doing much on one char but i dont use these accounts anymore so it doesnt matter much
But is it really botting if i was at my pc watching the game while it was running? im not 100% sure that counts as botting as most times its said that if your at your pc and watching the game your not botting
