Actually, I just reviewed POE Pierce info here and confirmed it. http://pathofexile.gamepedia.com/Pierce_Support I am using Infernal Mantle for the Chaos, Fire Dmg, +1 fire sockets.
Flame Totem has 100% chance to pierce all the time, but level 15 pierce gives a ~17% MORE damage multiplier, thus the Lioneye's Vision. Since this isn't a crit build, I have no use for an Infernal Mantle.
thats not why chieftains run mantle. its run for the plus one on flame totem and 35% more fire damage. crit or non crit this is the best chest for any flame totemer

Infernal Mantle requires 187 int, this build struggles with int requirements as is. 17% more damage is stronger than 35% increased damage and +1 to flame totem. Plus, this isn't an ES build so the armour and life from Lioneye's Vision is far superior. If you were going for a strength based Iron Will crit flame totem build, Infernal Mantle would be the better choice, but this isn't that type of flame totem build. With Lioneye's Vision, you get a 7L and can scale flame totems base damage with anger with more damage multipliers without having to invest in many damage nodes.
