Is there a cap on Block Chance?

Because if not, this build can reach 100% block chance with a 42% block shield.

Yeah, several versions back I managed to get my marauder "Frank" to 100% block chance - it could be done by level 41, if I recall correctly, and 95% about 5 levels earlier. Turns out that's a little too good, so we put in a cap.
You could always implement diminishing returns instead of a cap, I don't really like caps.

That's...rather strange to hear considering how Armour and Evasion are both balanced so well for linear returns when measured in terms of EHP.

Is not the whole issue that blocking gets non-linear returns?

Yes. And my point is that Evasion and Armour give linear returns. I'm having a hard time understanding why they gave block non-linear returns.
