Just level to a point where you can do maps, and uniques will drop like crazy. Most of them are vendor trash or really cheap though, so if you want a really really good unique, then either buy it, or well, pray to the RNG gods... GGG has seriously nothing to do with you not getting any unique drops.

Drop rates in general are really low for anything, so just accept that as it is.

I seriously doubt there's a conspiracy that GGG just hands people currency so that they are rich and control the whole economy. I mean, come on.

I think it's to do with playstyle.
It opened my eyes when I first watched a video of how a 'top player' played in a race.

There are big differences between the playstyles of different people.

Ignore many enemies along the way, level up by directly progressing through the world and only return for any sidequests when they can be taken care of in a minute or two.

Movespeed, movespeed, movespeed.

The people that are rich in every league are the ones who downloaded the pre-patch skill tree and plotted out their build ahead of time.
This includes quick levelling builds which they'll then switch out of at a certain level to transition into their main build.

Or they trade.
Or both.

If GGG had the sort of meth-fueled cyborgs they'd need to personally, directly monitor the playtime of every single PoE player online and specifically, actively incite enemies to drop 'good' items for that specific player whenever they felt like it...well, they'd have much better uses for said meth-fueled cyborgs.

Like never having to hire QA guys ever again.
Or ultra-rapid internal iteration of new features under test.
Or having the best customer service department in the history of mankind.
Or not letting the NSA anywhere near meth-fueled cyborgs capable of monitoring thousands of people's Internet usage simultaneously.

What would kill it for me is the speed. I'd not say I play slowly but when you watch players like Nugi, Havoc or Alkaizer, "chaining maps" take its full meaning and I know I could not play like that. These guys don't know what "downtime" means.

Only being here 2 months it took me 15 minutes of searching to figure out what you meant (with some interesting reading on a few POE subjects, plus learning about drop bears lol). I'm kinda disappointed you didn't get the keys to the Wraeclast central bank as ruler, or at least a flashy crown and monocle so you could look down at the rest of us with style.

On a related topic, I just finishing posting about how in 2 months I have 2 70ish characters that probably didn't have 1 EX worth of stuff between them (having a HUGE blast though). OP somehow reminded me I found a Tabula Rasa during one of those 12 minute temp challenges last month (dropped off Hillock). I remember others mentioning the item and I reminded myself to price check it, which of course I never did. Just did so, and I feel like I just found a winning lotto ticket at the bottom of my sock drawer.
