Buff certain unique flasks

Well right now they're almost impossible to use at all, so something certainly needs to be changed. How are we to keep our mana artificially empty in order to use Divination Distillate while still using other skills? I'm sure some people have an answer to this question, but the builds who can even use that thing are still severely limited (we need to tailor entire builds around being able to use a flask? Seems kind of silly to me).
