It is very much debateable and you didnt provide any arguments for your claims. He should craft what brings him more dps. Any if your dps is high enough to 1 shot everything then ias is sure better (faster clearing speed) - just a random example to dismiss your claim.

you wont 1 shot everything if youre a crit build and you dont crit. After phys damage crit is the most important thing to get as high as possible on your bow as all your crit chance is based off your bows base crit chance. The way tornado and puncture work they are not machine gun like skills, it plays like a shotgun, you just want 1 big bang that 1 shots and you move on, attack speed is nice but its far from what is important, if attack speed was important people would use thickets. They use harbingers because of the crit chance, you can get a 1.7aps 6.8% crit chance thicket, you dont use a harbinger instead and then say ok 7.55 is enough I want to shoot faster now, you use that bow specifically to get like 8.7 to 9%+ crit chance.

sheet dps is not all that matters, not that attack speed is actually going to give him more dps, I seriously doubt it will, but what matters is consistently critting.
