No, a filter can't distinguish between different uniques of the same basetype.

There's more information in the FAQ on page 1.

is there a way to edit this to show Portal Scrolls As I am on Strict and it don't show them and I am running out of them LOL

We often spoke about this topic internally already but I don't think it will come any time soon, if at all.
Instead, you can save your changes online and just need to keep a short link to them. This isn't quite as handy as an actual login system, but it goes into the direction...

Yes You can.

Go to: http://www.filterblade.xyz/
Choose type of filter then go to Customize, Currency and find Portal Scroll, then push Show and go to Download, name Your filter and it is ready.
