Why would I waste (limited) socket space on something that I can't use as I please?
Because on average the effect increases your clear speed by more than any other options.
Because one hitting whole packs with a regular skill is slower than one hitting whole packs with a skill I can only use occasionally?
I. Don't. Even.

Wow.

Cooldowns were introduced to this game in a fairly insidious, sly manner. First we got them in the form of Flicker Strike and Cold Snap, with the qualification that both could be bypassed by expending a type of charge -- that was clever. Then we Vaal skills, which are less 'cool down' than 'warm up'.
Then Convocation was like 'fuck it, I'm just a normal cooldown skill, fucking deal with it'.
And that door is WIDE open now.
Forgot about traps? For the longest time it took 8 seconds to recharge each use.
Anyone who says cooldowns don't belong in PoE is clearly blind.

Poe: right mouse spam, occasional q, e, r and 3, 4 flasks at boss.
Wow: 1, 2, 3, 4, 5, 6, 7, 8, 9, 0, q, e, r, f, g,
same line alternative skills with shift held down (x2),
each action bar slot skill being a "castsequence", containing 2-5 skills in a row, with custom internal cooldown and reset settings. L2Macro.
That's Poe 5 active skills in use vs. Wow multitasking with 50-70 skills in one hand.
Poe is so more challenging and awesome, wow and D3 is for idiots... sure.
Sounds like the classic line from players who never mastered macros and keyboardturn+click.
Shhh. Go away with your logic and reason. WOW is for casuals and POE is only for the super hardcore who spend years getting the experience and dedication needed to master holding down the right mouse and learning when the exact moment to logout instead of facing game mechanics is.

who are you talking to though ?
who in their mind compared WoW to PoE and said PoE was more challenging ?
seems like youre talking to yourself here, like you created an argument yourself and are now replying to it
WoW is an MMO where combat is king. considered by many the best MMORPG ever. where you have tons of skills and cooldowns and have to employ tactics in group raids. MMOs != ARPGs
what does wow have to with d3 or poe ?
you thought bringing up a MMO, compare it to POE and then slide that d3 line in your last sentence was so slick huh ? you really stuck it to those elitists !
