EDIT: I misinterpreted the OP post because the data was arranged differently from how I usually see it.

I'm not gonna comment on the validity or otherwise of any of the other assumptions made in the post.

The affixes on RoV are
Adds (19–31 to 28–40) Physical Damage
Adds (19–31 to 28–40) Fire Damage
Adds (19–31 to 28–40) Cold Damage
Adds (1–50 to 1–70) Lightning Damage
Adds (19–31 to 28–40) Chaos Damage
(10 to 20)% increased Attack Speed
Assuming every affix is rolled independently and the affix ranges follow a uniform distribution (i.e. 20% attack speed is as likely as 13% attack speed), there are 10 possible rolls for min damage and 10 possible rolls for max damage
Not gonna lie, I find it a bit amusing we've made it to the second page without anyone noticing there's 13 possible values, not 10.
19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31 is thirteen values. same with 28-40.

Nope, Mr. Mark, you are wrong and the OP is right. Adds (19–31 to 28–40) means that the min roll ranges from 19-28 (10 possibilities), and the max roll from 31-40 (again 10 possibilities).
Ah, I see. I was misinterpreting them by reading them the way they'd be shown internally in the data. never mind then.
