What's wrong with my connection?

Are you using a wireless router, or are you connecting via Ethernet cable? You're getting what looks to be a pretty significant amount of packet loss and latency to your router, which is very likely to be what's causing the rest of your problems.

Essentially, you're getting 12% packet loss and latency spikes of 300 to your local connection. Ideally, there really shouldn't be any latency and definitely shouldn't be any packet loss.

This is the first place I'd start looking. If you're using an Ethernet cable, it might be handy to try a different one just to rule things out.

Your most recent WinMTR indicates the same issues posed by Brian, that something between your system and your modem/router is causing this issue. Without ruling out your cable or your modem/router there's not much more we can suggest here, other than verifying your system network activity with Resource Monitor, making sure your Antirivus, Firewall and Router are not filtering PoE and turning off any unnecessary programs while you play.

Thanks for that Xarick. The latest test's still showing that loss to your router, so it could be helpful if you could test another router if one spare. If anything's off with their network settings, then usually just won't work at all rather than have problems like this.
Has any exile really been far even as decided to use even go want to do look more like?
