Lightning Tendril + CoC - intended or not?

What's wrong with arc? It's chain and has a VERY high shock chance when maxed out (~23%) even w/o nodes and decent damage. I used it in my CoC before I switched it out for a Lifeleech gem to survive reflects.
More spells for CoC = better ye but CoC is already extremely strong.
