How does a mod affect item level requirement?

tried searching on wiki but http://pathofexile.gamepedia.com/Level_requirement :S
If a item with 0 level requirement rolls a mod with item level 30 requirement what will the level requirement of this item be?

It will be 30.

Surely you could spare a transmutation orb on an item with low requirement to check it?

Magpie's prefix mod is requires itemlevel 20. This item has a requirement of 16.
So I'm guessing the asshole ran out of words.

The wiki lists the required itemlevel for the mod to spawn, it doesn't list level requirements of the mods themselves.

On the other hand, master benches list level requirement of the mods, because itemlevel is irrelevant for crafting.
Wish the armchair developers would go back to developing armchairs.

What I know is that you are wrong. There used to be a formula on how mods affect item level requirement which I don't know and would like to gain info on.
I really need this formula to know if my theorycrafted LLD build is possible.

Hmm, yes, that's right, I seem to remember something like that, but I don't think it was anything complicated, something like a 'percentage of ilevel requirement of highest modifier'.

Based on items you linked it should be 80 or 85%.
