I've also had great success using it with arc (I'm a crit build). I wouldn't say it's bad with arc. I often have tons of mobs around me shattering when i use it. I'm using it with my Ball Lightning build and I manage to freeze/shatter things in 78 maps and Ball Lightning has a 30% effectiveness, the damage boost is really noticeable too. Maybe your build is just really really really trashy.
