Never had high latency now 300+ but only in maps/withWinMtr data

Do you play maps in parties with other players? It is possible that you are joining instances hosted on their gateways.

If not, i'd start with restarting your modem/router, checking your firewall and antivirus programs are not interfering with Path of Exile's connectivity, and using a wired connection to your modem/router. Try these, and if they don't help we can look at diagnosing further.
