Mysterious black portal

Can someone tell me how can one obtain the portal look in this video?

Note that this is NOT the new black portal skin.

I've seen it recently being cast in Sarn, it's like the default portal, only it's black on the inside and looks like it has white moving dots scattered in that black layer, surrounded by a halo of white-blue beams of light and black smoke.

That is just what the old portals use to look like, you cant make them look this way.

Thing is, I saw such a portal being opened only recently in Sarn. And it was before the black hole portal skin, mind you.

No screenshot .... no riot.
