It says "Enemies on Low Life take increased Damage per Frenzy Charge"

I've never seen that before, unless the wording is wrong.

To me, that reads that when an enemy is below 30% life, they will take increase damage. Is that correct?...

Yes.

It makes you finish off enemies faster.

Note that it is "Increased" and not "More" so it won't be that huge of a damage boost.

It's below 35% life, by the way.
