Does corrupted culling strike work on spells?

Well, this is nice to know, I wonder why the game treats implicit mod differently.

The implicit on a weapon is a global modifier. As such it apply's to spells if it holds relevance, like culling strike can be applied to spells, where as 18% accuracy is also applied but irrelevant.
