This is neither the time nor the place

Guys plz help me. Every time I try to use a skill my character says "This is neither the time nor the place". When will the right time be? In which time zone? Do I have to wait long? Would 8:23 CET time zone be ok? And what would be the right place? I'm currently at home sitting at my computer. Is there something wrong with my home? Should I move to another city? Maybe I should move to countryside? Maybe my character is stressed out? Countryside is much more relaxing than a city.

Your character is stressed out. I hear going fishing can relax your character and make them want to use skills again.

You can't use skills while in town.

you need to find pants first. Then you can use skills

that's what most people get wrong in general and there is, as usual, no documentation ingame from ggg:

spells only work after midnight in your timezone and attacks before midnight (your char is too tired after the sun went down).

that's why you have 2 weapon slots where you can alternate between attack and spell weapons when the time has come and you're at the eve of the battle.
