After OB with the addition of act 3 and it's higher level zones the Cap was adjusted to be higher. Don't know if it's 66 or 68 thoug.

It is early but... are you not happy about a 2.5% penalty? There is no way you will even notice it.... Just play how ever you want and you wont notice a difference unless you are purposely trying to farm low areas super fast at a high level.
