How do I get to the barracks??/

Hey all, I'm in act 3 normal and can't figure out how to get to the barracks. My quest says that the bridge to the barracks is blocked, find another way. Where is this other way, and how do I get there? Ty for helping in advance

Warehouse sewers, you have to get a quest item from dahlia to destroy the blockage.
