Why's fire considered the "worst" element?

Doh I forgot another thing. With the cold to fire gem all cold spells are pretty much fire spells. You can "double dip" into damage boosters that way too. With 50% cold and 50% fire damage and max qual 75% cold to fire gem an ice spell with 100 damage would do:
100 base*.25(c2f)*(1+.5(cbonus)+.14qual)+100*.75(c2f)*(1+.5(cbonus)+.5(fbonus)+.28qual) 212 damage, 171 of which being fire. Were that a fire spell with the 50% fire bonus alone thatd be 150 damage!'
