What exactly does the regal orb do?

magics can have 2 stats. a third will be added and the items is rare then. guess this only makes sense if u apply these afterwards:

seems very expensive tho and probably does only make sense with bases that already have perfect fixed stats + 2 near perfect rolls (e.g. 15%increased rarity base gold ring + high roll on rarity and whatever 2nd stat u need, maybe cast rate or mana leech depending on charclass).
u wud have to ask ppl who are farther advanced in game than me. i just keep those rare crafting mats unless im pretty certain i know a good use for them and how rare they are approximately compared to other stuff. i havent found a regal orb yet (lvl 30 atm) and the vendor recipe for it seems pretty crazy imo :P
