A way to display latency outside game.

Hi all
just wonder if there is a way to display the latency monitor box without having the game on, probably means another program just does this thing. it has to be real time. so at this point you may know i am looking for a program rather PoE related, but i just do not like the way that box displays(its at top left corner, i wish i ccan move it). |
