Blood rage's frenzy charges

When you kill while having blood rage on you get frenzy charges, when you hit people with the skill gem frenzy ytou also get frenzy charges, when you level the frenzy skill gem your frenzy charges will get stronger 4%/5% lvl 1 10%/10% level 17 (http://en.pathofexilewiki.com/wiki/Frenzy). do the frenzy charges from blood rage also level like this or will they be inferior to the frenzy generated frenzy charges?

The bonus from frenzy you see on level (from the wiki) only applies to the skill frenzy; they're not part of the charge, but simply bonus damage the skill gets depending on how many charges you have.

The charges themselves only ever give 5% attack and cast speed, and theyre all the same regardless of the source.
