No. The math doesn't work even at level 3... it's faster to level 6 gems than to level 5 gems with enlighten. I think if you have a +1 gems item, using a level 3 Enlighten winds up leveling your gems a whopping 4% faster than if you just leveled 6 gems.

It's the biggest trash gem they've made so far.
