FPS PROBLEM

Hello, I got a problem with FPS DROPS. Everything was ok before today morning patch. But after patch my FPS was jumping between 50 -> 40 -> 3-5 each time there was a mob on my screen and it rarely happens when im out of city and out of combat. Help me please.
I don't know how to help you, but i'm sending this message just to bump your topic and more people see it.
I'm having this problem as well since the patch. The game stutters constantly no matter what I am doing. Even just checking the skill tree in town. or just standing around doing nothing.

AMD Athlon 64 X2 Dual Core 6400+ 3.21 GHz
Windows XP SP 3
3.25 GB RAM
Radeon HD 7750 Recently updated 41 degrees Celsius

Runs Skyrim with a dozen mods including warzones optimally.

When I pull up task manager it seems like Client.exe is pulling hardly any cpu.

In examining Task manager while playing in a window, Client.exe uses 60% CPU and about 1 gb system memory. The problem must lie in my GPU but I don't know what could help.

I would be thankful if some1 could help me.
More information on my problem, it seems like the FPS drop is specifically tied to mouse motion. When I am standing still, or when I have the cursor in a fixed position and am moving or attacking I have stable 60~ FPS. But once I move my mouse cursor the Framerate drops to 3-5.

I tested this by doing no activity in Forest Encampment and then moving my cursor around in small circles without pressing any buttons. Immediate severe FPS drop. The Framerate improved again once I stopped moving my mouse.

This is happening with my primary gaming mouse: A Razer Taipan
The behavior continues when I close Razer Synapse.
I tested this with 2 other plug and play usb mouses and didn't have this problem.
I'll try reinstalling and Razer drivers and get back to you.

**edit*
Okay...I updated my Razer drivers. Same Behaviour.
Then I lowered my polling rate from 500 to 125, and my dpi from 1200 to 800 within Razer Synapse, and now there is significant improvement with a stable framerate of 50~. But this sensitivity was uncomfortable. I maxed the sensivity via windows control panel and the framerate seems to still be stable while being at a higher more comfortable sensitivity.

So it looks like something introduced in patch 10e doesn't communicate well with Razer Synapse high sensitivity settings.

The game is much more playable since the changes outlined above. But there is still a major Framerate drop tied to mouse motion.

The above was taken in River Crossings with a plug and play Microsoft mouse. I have a stable 60 FPS with no mouse motion and then 30 FPS moving the cursor in circles around my character.

Also it seems my problem is not the same as the OP's but I will leave the information here in case it is relevant for someone searching for help. I'll make a bug report for my issue.

Mouse moving changes nothing to my FPS. It drops when mobs comes to my screen, even one mob. I tried to change options, Client.exe priority and nothing helps ;/
