Another inept GGG concept in my opinion.

I discovered that by accident when I couldn't even increase the quality of my corrupted item and therefore lost a good chunk of evasion value on a unique shield.

You should at least be able to increase quality / change colors on a corrupted item...

It is a part of the concept of Vaal orbs.
They act as item sinks and sort of acount binding for some items. Previously number of, let's say, Voltaxic rifts in game was increasing constantly. Now some players will corrupt them, some will destroy them, some will get perfect +1 arrow mod. But it would be really hard for any other player to use this bow because of color of sockets.
This will make economy more healthy in a long run.

You live, you learn. Not knowing that corrupted items couldn't be further modified doesn't make GGG inept. It makes you inept. The information has been common knowledge since Day 1 of the patch.

The Vaal Orb also acts as a good item sink on the permanent leagues.

Not inside the game. Requiring your players to read the forum or an external wiki in order to have access to essential gameplay information is problematic.

Oh yeah, by that logic, I also didn't know that item mods can spawn in certain "tiers" and that Divine Orbs only reroll the numbers within that specific tier. Must be GGG's fault they don't state every single detail to a T.

When the Vaal Orb says that it can change the properties of an item unpredictably, then it would only be logical to test it on a random/junk item before using it on something more valuable.
