FYI Watson, some games use a "attach mouse pointer" option that's locks the mouse inside the window and prevents any unwanted dragging/resizing. You have to alt-tab outside the window to drag/resize it.

Yeah and those applications, for example for running virtual machines, often use short keys for detaching it.
So just run it in Windowed full screen and use Alt-Tab which is effectively the same instead since PoE probably doesn't support attaching and detaching the mouse.

Also tearing can be reduced by enabling vSync.

I have found a way to solve this issue by using Cursor Lock.

Install this program then use the following setup:

- in Program Options, select PathOfExile.exe as Open Program
- in Standard Options, set Lock Region to Window Interior
- create a shortcut
- use the new shortcut to launch PoE
