I prefer pierce, though it requires more of an investment (either the passive points or using projectile weakness, in conjunction with the support gem).
Honestly, it's more personal preference than a power thing - each has a different play style (in terms of how you position yourself), so pick the one you prefer; I like the conical limitations of pierce, because I feel I can control it better than chain, which just does its own thing.
