Barrage + LMP or GMP - does it take longer to complete one Barrage?

Basic Barrage fires 4 arrows. Barrage + GMP fires 8.

Does Barrage + GMP take twice as long to finish its animation? Or is this effectively an attack speed buff, firing double the arrows in the same amount of time?

Neither. It takes longer, but not twice as long.
Barrage consists of a buildup animation that's played only once regardless of the number of shots, followed by a short fire animation played once per shot. So firing more projectiles will cause additional short fire animations, but still play only a single buildup animation at the start of the attack.
